In a large saucepan, stir together 2 cups water and sugar. Bring to a boil over medium-high heat; reduce heat, and simmer for 5 minutes. Remove from heat. Let cool for 10 minutes.
Pour into a heatproof pitcher.
Add remaining 8 cups water to saucepan; bring to a simmer. Remove from heat; add tea bags. Let steep for 5 minutes. Discard tea bags. Add tea to pitcher; refrigerate until chilled. Stir in lemon juice. Serve over ice. Garnish with lemon slices, berries, and mint, if desired.
